Lawyer graduated from the Universidad Mayor de San Andrés in management 2010. He completed postgraduate studies in: International Trade and Customs Operations; Teacher Training for Higher Education; Taxes and Fiscal Regulation; Administrative Law, Public Management and Regulatory Reforms; and Constitutional Law and Constitutional Procedural Law.

In his professional experience, from the 2011 administration to the end of the 2016 administration, he was a public servant of the National Tax Service (SIN) holding the positions of collection officer, lawyer and head of the Tax Litigation Unit of the Legal and Coercive Collection Department of the GRACO La Paz Management of the SIN. The 2020 management was responsible for the Tax Litigation Unit of the Legal Department and Coercive Collection of the La Paz II District Management of the SIN.

Within his intellectual production he published the following books: “Constitutional Tax Jurisprudence”, published in 2022; “Tax Judicial Records”, published in 2019; “Tax Jurisprudence for VAT, IT, IUE and RC-IVA”, published in 2017 and “Bolivian Tax Jurisprudence”, published in 2016.

Currently, he is an undergraduate and postgraduate university professor in subjects related to the tax field at different universities in the city of La Paz.
