He completed his undergraduate studies in Law at the Universidad Técnica de Oruro and postgraduate studies in Constitutional Law and Higher Education at the Universidad Salesiana and the Universidad Mayor de San Simón, respectively.

Among his significant experience as a lawyer and legal consultant, he has provided legal services to important public and private organizations, circumscribing administrative processes and civil processes, among them we can mention: Council of the Magistracy, Public Ministry, Central Level of the State, Departmental Government of Oruro , Municipal Governments, Zeballos Castro & Associates Consortium and Velasco & Associates Consulting.

Finally, in the academic field, Samuel Pita has worked as a university professor at the undergraduate and postgraduate levels of the most important universities in Bolivia. He has published legal works of his authorship such as: Basic Notions of Introduction to Law; Disciplinary Regime of the Judicial Branch; 24 Topics of Criminal Law; and Law of Administrative Procedure, Commented with Doctrine and Jurisprudence.
