Víctor Martin studied law at the Bolivian Catholic University. He has a Master’s degree in Management and Public Policies and Postgraduate studies in Telecommunications, Administrative Law and Higher Education.

Among his significant experience as a lawyer and legal consultant, he has provided legal services to the Telecommunications Superintendence, the Ministry of Public Works, Services and Housing, the Bolivian Post Office and the National Telecommunications Company ENTEL S.A., among others.

In the academic field, he has worked as a university professor, teaching the subjects of “General Theory of Law” and “Administrative Law” at the University of Aquino and the Bolivian Catholic University.
